It’s moreso that UT-Austin places a limit to how far UTSA can rise.
UTSA will never be a Power School because of UT-Austin, and they will never be able to logistically compete because UT-Austin has control of the system entirely

Fritz is 11-10 at UH in his 2nd season. He was 17-7 at Georgia Southern when Tulane took him after two seasons.
Sumlin was 35-17 when he went to A&M
Herman was 22-4 when Texas took him.
I’m less worried about Fritz leaving this year.
