Maybe because they made the Final Four last year, have a huge and highly donative fan base and high revenues (which contributes to success in recruiting via NIL and revenue sharing), B1G media money, and a history as a national title winner and “linebacker u?”
In other words, TREMENDOUS upside.

Interesting note on this coaching carousel: there were five head coaches working at their P4 alma mater who allegedly were – and I think should have been – in very high demand, in maybe the most hectic coaching carousel in recent memory. Every single one of them stayed. (Brohm, Dillingham, Key, Lea, Sitake)
