The last major completed water storage project in California was the San Luis Reservoir, which was completed in 1967.

Cali receives significantly less total precipitation than say Texas, so that probably
accounts for the lack of building more retention areas in an arid environment. It’s also why they lead in water recycling and desalination efforts that we are now trying to adopt.
But of course the discussion was they have “wasteful water habits” . And I don’t see what
you posted is a wasteful habit.
If you want to make a wasteful habit argument, you might would look at non native landscaping that requires lots of water, car washes, or things like that.
In years of high snowfall they do not have the storage to catch the runoff that could help them through drought years. They have had plans for more water storage to support pop growth for decades - just not the political will to build it

That project is an expensive reservoir buildout ($3.9 billion )to capture periodic spring melts.
