How are we going to get people to help themselves if they can always get a hand out on the corner? Like the Texas abortion law, I think we should make it criminal to give panhandlers money, make it where citizens can turn in anyone they see giving a hand out. That should deter that.
Next we need to shut down these Church food banks. Talk about enabling people. The people line up around the block an hour before they start handing the food out, like clock work every week.
These two would be a good start to change one group from giving and the other group from relying on them.

I really do think love is the only answer, its easier for a drug addict if they feel loved by a community or family. Lot peoples families got rocked these last two years, alcohol, drugs, and suicide through the roof.
I think a lot of it is estranged individuals… some deserved some not.

Someone already touched on this already but the problem is that probably 90% if not more of the panhandlers are there because of some chemical dependency or mental illness. You could cut everything off and that is not going to motivate them in the way you are trying to motivate them. I personally don’t know the answer but its not a simple one for sure.
Also, personally I am having a hard time understanding what Capitalism and Charity would have to do in affecting one another.

Me too but I’ll take a crack at it. Charity is more important and begged for in capitalist society whereas it’s more built-in in a socialist one.

We just found out that our own Government is distributing Crack pipes in predominantly African American neighborhoods. San Francisco herself has a center where drug dealing is fully in the open.
It is 100% understable that if you promote drug use (like we do) promote panhandling like we do you will have more of the two.
California cities are now spending $Billions to house drug users and others in need of psychological help. Who pays for it? You and I do. I am all for taxes paying for the right psychological help. I am 100% against a city imposing these drug and housing measures. Oh yeah do not forget the developer, real estate agent, dirty politicians financially benefitting from our own tax money.
What kind of a message does this mean to young children?
Pelosi has the arrogance to ask Californians to open their home to vagrants. Do you think the $300M’s + worth is doing it?
I am currently working on a construction project with a Catholic Rescue mission. I can assure you nobody is dealing or doing drugs on the premises.

The problem is that what to do with those that are totally or nearly unemployable as most (imho) panhandlers are?
I’m sure that, with enough collective effort by all of society, we can figure out a way to find/create a productive, dignified and meaningful job for everyone that wants one and/or have some kind intervention for the others. Carrot Stick
It would take tremendous effort but I think it would worth not seeing so many eyesores and tent cities under bridges. Nothing good comes easy.

The Biden administration rolled out a $30 million program to make drug-taking safer.
Fox News hosts and guests said handing out crack pipes to drug users makes the problem worse.
The White House and HHS scrambled to clarify that crack pipes were not included in its safe drug use kits.
The White House condemned “misinformation” after Fox News guests and hosts accused the government of buying crack pipes for people with addictions.
The Department of Health and Human Services launched a $30 million grant late last year for organizations to make drug-taking safer, including by handing out kits.
Fox News hosts including Tucker Carlson and Sean Hannity seized on the project on Wednesday, claiming the government was using taxpayer money to give crack pipes for free.
White House press secretary Jen Psaki scrambled to clear the record Wednesday, telling reporters crack pipes “were never a part of the kit.”
