I remember that. Theres a quote from some longhorn legislator saying that his people are responsible bleeding that (he actually felt bad).
UH and Tech went and got the funding and everything was gravy but then the Sips added some crap where their satellites got to tap into those funds. Total crap!
To be clear, Dr. Khator is lobbying that a fund, separate but similar to the PUF, be set up for UH. Nothing would change in regards to the PUF. Both her and the TTU president testified together. Seems like the committee was highly receptive to the idea and will work out the details on how much the new fund(s) will be. This is a good route to go as trying to pry any PUF money from the Ags and Horns is basically a non-starter no matter how sensible and logical it is.
How can a$m and ut with a straight face or anybody think that they should only get PUF funds is fair?
I think we win and get what we need in the other route you mentioned but if we donât, itâs time for us and tech to sue.

Tech doesnât deserve it. Theyâve had a bunch of money thrown their way and have done nothing with it in 10+ years. They donât score high and have trailed UH in every way. They have had their shot to help out their students and have done nothing for them. I think We should be the only ones getting a fund until they prove they and their students deserve it. I donât think a school who has been rolling in money needs more of it. TU, aTm should just share their fund. Thereâs not reason they need more money, they literally do less with more.
Renu has worked magic in her tenure and if anyone might be able to get it done, she might be the one.

Maybe we should sue to get part of a$mâs share, the longhorns would support that and then a$m can sue to get more if utâs ill gotten gains .
I would assume that The Legislature could increase State Royalty fees to establish a new Fund.
Then dedicate the new Royalties could go to UH and Tech.
Those royalty rates are already pretty high. I suspect thatâs a non-starter, and the legislature could just as easily vote to open up some part of the PUF (2/3 vote).
This is why it will fail. What about the other public universities?

Anybody not questioning the puf has no allegiance to U of H and other non puf funded universities.

I think some of yâall hanker too much for conflict with Ags and Horns. The committee chairman, who seems to be well in our camp on raising UH and Tech to premier status, mentioned there is a certain reticence in the legislature to âquestion the wisdom of Texas foundersâ (meaning the constitutional provision for only UT and A&M). So combine the founder mysticism with a significant political bloc of power representing Horns and Ags interest and itâs just pushing a boulder uphill in mud.
Dr. Khator stated that the delta in funding to UH flagship and UT Austin is $5B over 10 years. Creating our own fund makes it about raising UH because the itâs in the best interest of the state to do so. It circumvents the founder cult, limits agitating UT/Aggie by not taking anything away from them while solidifying our position as an emerging flagship for the state.
The senator who is an alum of UNT also seems onboard but raised the concern of what happens when more unis like UNT and Texas State are ready to make the jump upwards that the legislature finds themselves in the same bind and âlocked outâ of funding. He indicated that he would like legislation to not be specific to UH and Tech but set guidelines and metrics upon which a university meeting them would be able to be granted a permanent fund.

If that is rattling around in legislators heads, well, it tells you everything you need to know about them. Those same founders created a constitution that has been amended at least 500 times, including a couple in this yearâs election, not to mention the fact that âthe foundersâ didnât specifically provide for A&M at all. They arenât giving deference to anyoneâs âwisdom,â but they donât have any of their own.
Thereâs already another fund that should be approaching $2B in assets (HEAF), but thatâs a pittance compared to the $30B PUF. In the short term, we have to work other angles, but modifying the PUF should always be on the table.
I do think people generally overestimate how much it contributes to UT and A&M on an annual basis, but thatâs kind of beside the point.

She is not taking on the PUF, but requesting a 1 billion dollar endowment be created
for UH to manage and use. Significant step, but still at huge disadvantage to what
ut/aggie have access to.
