Red Dragon was also a remake. From a TV movie Manhunter.
Manhunter wasn’t a tv movie, it was a theatrical film. Also written and directed by Michael Mann (who did Heat and LA Takedown) and starring William Petersen (later of CSI fame). I never saw Red Dragon.
I have watched Manhunter at least a dozen times, I think its an underated film.
The director of the 1997 film apparently didn’t like Heinlein’s novel, only read two chapters because of its ideology, and deliberately made the film in such a way as to satirize Heinlein’s worldview.

Paul Verhoeven is an interesting director. In addition to Starship Troopers, he also did RoboCop, Total Recall, Basic Instinct and Showgirls. The first two on that list also included some satirical elements, like RoboCop’s “I’d buy that for a dollar” guy.
