Bear.

Bern, Switzerland has bears that do all sorts of stuff for treats. This bear is a minor leaguer compared to the Bern bears.

Its the waving that makes it look human to me. But i think its just a captive bear mimicking the audience it sees everyday. Plus they let the audience throw food so its way to earn a treat.
