Good question, but I do not think he would be considered a transfer. He signed a Letter of Intent (LOI) while Beard was still coach. Beard got fired and Holland can ask to be released from his LOI. If Texas is smart, they will release Holland from his LOI, making Holland free to commit elsewhere, without penalty.
