I call BS. Appears to be no actual record but newspaper articles. This is the best photo I could find on the internet. Looks more like 8-10 tops IMHO. Would still be incredible but 20" seems like news exaggerating…

I recall Houston getting a significant snow storm (by our standards) back in the mid 80s. Seemed like several inches, stuck around for a few days if i recall.
