Funk already hates Baylor. Buuut, like Mac, I want world-class sporting programs in our conference. I will root for them to be good enough for me to keep hating them.

Which schools would those be? Texas A&M is no less secular than Cal. FWIW, I don’t want Cal, but that’s just inflammatory.
Likely nothing shakes out with the PAC until Oregon and Washington either get an invite to the B1G or are convinced that won’t happen. For so much money, gotta play the long game if you are those schools.

That’s a good question. It could be like the SWC and Big 8 in ‘94. I don’t think that will happen. We have important state officials on our side, and our administration has probably become friendly with their counterparts. But it’s not something you can completely dismiss.
The short answer is that they cannot do that without relieving UT and OU of their exit fee obligations.
The slightly less short answer is that if they hired good lawyers there’s no legal reason they couldn’t. It would probably end up in court. They’d probably win but for various reasons they’d probably settle by throwing some money our way. Unless they went under the Pac-12’'s charter, the NCAA would need to approve the new conference (which i would expect that they would).
When is say “the NCAA” here I mean the teams and conferences have to vote to approve the new conference. Not that the central office has any authority.
There used to be an automatic qualification (seven or more teams have been playing together for five of more years) but they revised that to say “You know what, we’ll just vote on it.”
