It most definitely is “Eat 'em up!”
For some reason I the lates 90s or early aughts, the young uns start using “Go Coogs!” more than “Eat 'em up!”
Time to bring it back.

Lol is that really a Rice hand sign, the “Peck 'em Owls” ?
Rice students I knew didn’t care about the whole “XX 'em” and hand sign, but they told me that SWC alums they met would tell stories of the 70s and 80s that Rice would just give the finger as the hand sign, but it wasn’t like a finger with all others as a fist.
It looked like a “palm strike” with the middle finger up.
