I am sorry but Austin is not a large city!
Not compared to Houston or Dallas. Nearby San Antonio dwarfs it. But the I-35 corridor is around 1 million.
That report leaves quite a bit to be desired. No way would I rank Houston behind St. Louis and New Orleans for starters. And some of those small cities are really suburbs of big cities (Ann Arbor for example).
