Maybe they’re being strategic and selecting lesser competition for the possibility to have greater visibility, which could lead to them receiving a higher star ranking (ex. 4* instead of 3*) 
By doing this, they can demand more NIL $$$ when being receruited.

Gaming the system would be rigging the system outside the rules. Working the system would be using the rules of the system to get your best possible outcome.
