What’s the rule about going out of bounds

I watched SMU and TCU and with about three minutes SMU ball carriers got out of bounds bu the clock still ran.
Getting out of bounds no longer stops the clock?

Only under 2 minutes now i think. Same thing with 1st downs stopping the clock
