It is asinine to think Greg doesn’t belong there. Honestly if you had to cut it to 4, the cut is between Kolb and Klingler not Greg IMO. Greg changed UH’s fortune, and is a top 4 QB here.

Klingler - Sammny Baugh trophy. 5th in Heisman. Tons of NCAA records. NFL 1st round pick
Keenum - NCAA records out the wazoo.
Danny Davis - Led team to highest UH final ranking. 2 Cotton Bowls, only QB to lead UH to multiple major bowls
DC Nobles - Led team to first UH top 10 final ranking
Bo Burris - Was he the first true master of the Veer? Talk about changing UH’s fortune
Bobby Clatterbuck - QB for UH’s first bowl team. Led UH to its first ranking (mid-season). First Cougar to play in the NFL.
One could argue all of these QBs changed UH’s fortune. Most did something at UH no one had done before.

If you want to compare Greg with Kolb on wins, leadership, etc, I’ll give you that as an argument. If you try to compare what Greg did with what Klingler did, I’d have to assume you were talking about Jimmy or that you are off your rocker.
Yep, first three have to be Ware, Klingler and Case. Only three QBs to have their number retired by the school and all three set NCAA records that stood for awhile.
The 4th will always be where the arguments start because it depends on the criteria you want to use.
