As for Venezuela, the US didn’t want to leave a vacuum as happened in Iraq. They want to coerce the remaining members to do as they say or get replaced.
The Maduro regime was a kleptocracy. Placing money in the remaining governments hands would be the equivalent of giving it to a Somali daycare.
Until they find a system that delivers directly to the people, it will stay in the bank. Why Qatar? Probably, they have banking connections in Venezuela which US banks were sanctioned out of. Just a guess on my part
