The Secretary of the Navy isnāt really involved in combat strategy. Itās a civilian job that acts more of a operations manager of the Navy. There have been numerous Secretaries of branches without military experience.
That being said, not all NBA stars are going to be good coaches, and not all veterans are going to be good secretaries.
I hope Hung Cao is going to be a net positive for the Navy, but DT has made bad hiring decisions over and over and over again.
