Honestly it’s not entirely nonsensical; the number of additional tickets required to make this work is probably pretty small. The cost of concessions is likely negligible.

The Savannah Bananas do it for all fans. I think its a solid idea as part of a family four pack, I would not make it the whole stadium just the corners of the upperdeck, 200s or something, it would probably not hurt existing concessions sales while getting more families to the stadium I would remove hot dogs and replace it with snow cones or cotton candy. It’s cheap food to get people to the stadium that would not go other wise.
Reasonably priced food options would be fine. With free they’re asking for it.
That wouldn’t work though because the entire stadium would rush up to the 200 level. Also, Just sno cones and cotton candy won’t bring fans to the stadium. This is about getting people to want to come to the games. Coastal Carolina has the right idea.
