He just said Shead played lead the Raptors in games played and he started some games. While both are true, if Immanuel Quickley was healthy, Shead would have less minutes and would not have started. That is the primary reason why Shead played. The other reason is that Shead played well enough to deserve the #2 PG spot on the Raptors who are a bad team with only 30 wins. On most playoff teams, the starting PG is healthy and the #2 PG is a veteran backup.
What tcoog said is not wrong either. If a bad team drafts Uzan, then his chance for opportunities are increased, much like Jamal this season. Yes, he needs to put in work to deserve minutes, but the likeness of a rookie PG to get solid minutes on a playoff team is slim to none.
It worked out for Grimes as he got more starting minutes when Luka got traded to the Lakers and he went to the 76ers and started games which increased his points per game, rebounds per game, and assists per game.
Milos could start for the Magic and Timberwolves based of their current roster. Of course they are all playoff teams. By the way I hate rankings of to a certain extent. They are too subjective.
